It is what was called a tower-house. These were often erected near borders and used as lookouts. It offers a view into the distance. That is why we associate the High Tower for longevity (the distant future or past). If it falls between two people it often becomes a border marker that separates the two.

That is a great way to understand the tower! Where I live we have such a house called 'The Tower House' it was built by some British People and it is on top of a hill with a fabulous view all around. That now helps me to remember the meaning, thank you!

You could see for miles, and if you spotted invaders in the distance, you could send a runner to alert the troops. That's why seeing office towers and bell towers in Lenormand is kind of...annoying. You lose that.
