I'm looking for a fairy tarot deck based on the RW system. Can anyone recommend any? 

I'm looking for more whimsical art, think the Faeries Oracle by Brian Froud.

Mystic Faeries https://www.aeclectic.net/tarot/cards/mystic-faerie/ - probably NOT whimsy enough, but I'm fond of it and it reads very well...)

The Shadowscapes deck has a fair amount of fey to it as well, so might? qualify.

 

In the more traditional faerie sense there's Tarot of the Stolen Child but that one is likely not what you're wanting.
