Are the general thoughts on  plus/minus/neutrals consistent? Is the idea even relevant or something tacked on in recent history? 

Sorry to be so full of questions, I learn by immersion and in the last month I've read so much as to be dizzy. 

Eventually a lot will fall away I'm sure... I hope enough sticks to make my Lenormand journey as enjoyable and useful as my tarot journey has been.

I believe that the designation is useful. The idea exists in the folklore of most divinatory systems. 
 

However, it’s important to understand that you’re talking about facilitation rather than good or bad. The Sun is positive because it provides the vital heat and light needed to survive. The Clouds is negative because it darkens and causes corrosion. It’s more to do with ease. 
 

There is a balance; there is usually eight positive (Cloverleaf, Bouquet, Stars, Heart, Sun, Moon, Key, Fish) and eight negatives (Clouds, Coffin, Scythe, Birchrod, Fox, Mountain, Mice, Cross). The neutral cards out-number the positive and negatives, but some have traits that are slightly more positive (Lily) or negative (Birds). They also contain several people cards (Serpent, Child, Bear, Dog, et cetera). These are neutral because they are people.

 

More recent readers tend to transpose certain cards or class some negative pictures as neutral. That tends to be influenced by confusing meanings and master cards . @katrinka can offer some opinions. 

Some readers include the Lord and Lady, but they have no ranking imho.
