As for your question, it depends on the reader. But yes, they do work if you know what you're doing.
If you want to learn, there's a lot of us here who can help. You don't have to spend money or any of that. Really, some of the best Tarot books are in the public domain and you can read them free online. All you need to buy is a deck. You can get a Rider Waite Smith (it's a good beginner deck and everybody knows it well, so it's good for discussion purposes) for about $20. Sometimes less.
After that it's just practice. Like anything else, the 10,000 hour rule applies. It's a lot of work, but it's fun.

For me there have been two approaches to explain why reading cards is helpful for making up your mind on "real life questions". One is the Jungian concept of archetypes and a collective unconscious, the other is quantum field theory applied to chaotic systems.
