It's our reflection we look at when we see him. He shows us with our warts and pimples and all those pesky things. If we don't have the courage to look at ourselves in a mirror and admit that indeed that is what we look like, we're just remaining in our delusions. The Devil helps us evolve if we are willing to have courage and particularly humility. He's also the counterpart, or brother, of the Pope (maybe also the Hierophant in the RWS, but I don't know if such correspondences occur in the RWS). But sometimes he's just the wizard of Oz behind the curtain. He's lots of things depending on the reading and the other cards around him.
